I've only got a small OED here, but:

  whinge /windz/ v. & n. colloq. -- v.intr. whine; grumble peevishly. --
  n. a whining complaint; a peevish grumbling. ** whinger n. whingingly
  adv. whingy adj. [OE hwinsian f. Gmc]
