You have to edit /etc/init.d/sysklogd, in order to receive
a syslog message from remote machine.

Did you edit and restart sysklogd?

--- a part of /etc/init.d/sysklogd

# Options for start/restart the daemons
#   For remote UDP logging use SYSLOGD="-r"

SYSLOGD=""
