Japanese Font Problems

I'm getting the follow error message when I start up applications such as
mozilla and x-chat:

I seem to be unable to use ShiftJIS fonts outside of webpages in gecko-based
web browsers also. I'm running Debian stable with a few unstable packages
(most notably libc6 2.3.1-7, but my x packages are all stable).

I don't really know where to begin. Anyone have any suggestions?
