a more efficient solution could be apt-proxy or apt-cacher,
they only mirror what is requested. ie if a package is
never retrieved by machines using the proxy, the proxy
it self wont retrieve "useless" packages.
it's a proxy designed for debian packages.

it's an "on demand" local mirror. a proxy. :-)
