gcc options for apt-build [WAS: Re: Debian vs Gentoo versatility (NOT PERFORMANCE)]

How do you ensure that when you compile a package you get the best
optimizations? (I just installed apt-build and I have no clue what
gcc options to give it).

I have been interested in doing this (particularly since some
things with X can get slow at times), but haven't really had the time to
waste.  Is there a list of recommended packages to recompile to gain a
good performance boost?
