Are you using metacity as your window manager?  If so, try the
following:

Run gconf-editor.
Toggle the value of /apps/metacity/general/titlebar_uses_system_font.

In my case, I had to unchecked it before the "Window Title Font" button
in gnome-font-properties is ungrayed.
