kde/sid: Starting new session from screensaver

I have to wonder how one enables the functionality to start a new
session from the Start New Session button in KDE's screensaver when
it's locked.  

To see what I'm talking about, enable a screensaver in KDE and require
password.  When it kicks in, move the mouse.  Next to the password
prompt is the button I'm talking about.

When you click it, the default behaviour appears to be not to do
anything other than display the warning letting you know about
switching consoles...
