Two possibilities:
1.) Use the brush or pencil tool: Hold shift&ctrl, this will draw lines that
are fixed to 15° angles. Should be easy to draw a rectangle that way.
2.) Make a rectangular selection. Select from the menu <image>/select/border
=> 2 pixels, and fill the selection with the desired colour.
