IIRC, they aren't allowed to create them during installation due to
Policy. They are allowed to update /etc/skel, but not existing home
directories. It's the responsiblity of the application to create the
needed directories in a user's home directory if they don't exist.
Personally, if this directory is needed, but not created by the
vncserver script (I don't know since I don't use the script), I would
see this as a bug to be filed against the package.
