I have been frustrated by this for over a week and just fixed it by making
those font order changes in /etc/X11/fs/config

My problem was I never restarted xfs properly. (duh)
I dropped to a console login and did this:

/etc/init.d/xfs restart
/etc/init.d/xfs-xtt restart
/etc/init.d/xfstt restart

Did all 3 to be safe as I don't really know what each is responsible for.
And now, thankfully, I can use KDE3.1.1 again.  WHEW!!!
