IIRC there's an option in cupsd.conf (see Software Administrator's
Manual) turned off by default to save space. If it's turned on, the
jobs' content will be saved to make restarts possible.

I don't think that you will find cups' job data anywhere else but in
/var/spool/cups and /var/log/cups.
