Actually, if you have a lot of similar software requirements, you can 
chain together hotfixes to require only one reboot, and set up windows
so it configures itself by pre-determined defaults, which is how some 
large shops do it.

Its only when you are a small shop, or have dissimilar requirements that 
windows requires babysitting.
