Many thanks for your reply.

I don't particularly want aspell for two reasons.  Firstly, I don't
normally need a spell checker, and installing unused packages doesn't seem
an optimal policy.  More importantly, I run mostly testing and want to
minimise the amount I get from unstable and libaspell15 is an 'unstable'
package.

I don't know if this makes any sense, but perhaps there's a case for there
to be a small 'dummy' file that could satisfy the dependencies for
optional components of a package.  But then, I don't know anything about
how apt detects dependency issues or, indeed about how packages are
constructed.
