See /etc/init.d/README.

Creating a specific SysV init (aka 'rc file') to start and/or stop a
service or configuration at boot time is more useful, and generally
recommended.

In the past, I've suggested that SysV init scripts beginning with the
keyword 'local' be exempted from any intervention by the packaging
system

    No Debian packages should ever use an initscript ID prefixed by
    local


Though it's not official policy, it's a pretty safe, and sane, local
policy to use.
