This would depend on the type of file you are referring to as a
"document". Flat text files are not as fortunate at supporting multiple
character sets, although they do have the ability to maintain which
character set was used to prepare them - I have a file named russian.txt
which I prepared in gedit with a russian character layout (achieved by
selecting a preferred layout with xmodmap from /usr/share/xmodmap) and
it was saved as UTF-8 Unicode text - that said, I haven't been able to
then use any other characterset beyond the 7-bit ASCII collection
alongside that text. I also have not been successful at getting every
other program to catch what character set to use in presenting it.

If you are looking at a word processor and intermingling languages and
their characters, that works with OpenOffice.org and Abiword, although I
haven't been able to transfer the Russian text through the X clipboard
intact. Abiword's Insert file function does apparently handle the UTF-8
encoding, however (imported russian.txt without any hiccups.)

Both Gnome and KDE have applets that facilitate switching keyboard
layouts, and iirc, there are similar tools available with WindowMaker,
XFCE and AfterStep, among others. Similarly, it is "relatively trivial"
to add window manager entries for switching between keyboard layouts.
