You need to install a proper kernel.  The one Debian used to install
your system is stripped down and does not include things like iptables.
This is mentioned in the install guide.  Install a kernel package like
'kernel-image-2.4.18-<arch>', follow the prompts, reboot, and enjoy your
new firewall :)
