Is /floppy set to "defaults" in /etc/fstab ?  If so you may need to add a comma and "user" to allow regular users to mount it.
ie. /dev/fd0        /floppy         auto    defaults,user,noauto            0      0

I had a problem like that a long time ago; the issue was an improperly upgraded package; sorry I can't remember more.  Do you have any pending/not upgraded packages?
