I haven't done this, but I would try

# apt-get build-dep tetex-bin
# apt-get source tetex-bin

then make the change in dvips.h, and use instructions in 
  
http://qref.sourceforge.net/Debian/reference/ch-system.en.html#s-sourcebuild  

to build the debs, and then install them if things go smoothly.
Admittedly this will compile a hundred other things, but it stands a
fair chance of working.
