Firstly, don't be in / when grabbing source packages. :) You don't need
to be root, either.

As an ordinary user, 'apt-get source centericq'. This creates a
'centericq-<version>' directory below the current directory. Change into
that, then (after installing the fakeroot package) 'dpkg-buildpackage
-rfakeroot -uc -us'.
