Generally no, although I remember upgrading a system from potato to
woody back in January where --force helped when upgrading perl.
Dependencies are there for a reason.

In this case, it looks like the only differences between libglib1.2
versions is in the dependencies (going by the changelog), so you might
be able to get away with it, even though you could probably upgrade
libglib1.2-dev.
