Non-free and contrib are not included in the official Debian CD images.
Any vendor could add packages from them if he wanted to, but he'd have to
read all the licenses to find out which non-free packages he could legally
distribute. So far as I know no vendor has ever done so.
Non-free contains packages with licenses that do not comply with the DFSG.
Many of these licenses forbid redistribution for profit, thus forbidding
the CD vendors from including them. Packages in contrib are free in and of
themselves but depend on packages in non-free (yes, I know the name is
misleading).
