Are you using mailman 2.0.11-1woody1 (which shipped with woody)?
If so, you (like I did) are probably running into bug #154021.
As the bug report suggests, mailman 2.0.11-1woody5 fixed the problem
for me (but then I updated to testing and got 2.0.13 anyway.)
