I am very suprised that the cable company doesn't either support dhcp or they 
have told you in a letter when you signed up what your IP address is.

It may be that you have to register the ethernet card address with the ISP 

The address ranges mentioned above are for internal networks - not for 
accessing the internet - so unless your cable modem is also a router (which 
for adsl it might have to be - I don't know I have cable - but then I would 
IT to support DHCP).  Accessing the internet with those addresses will cause 
problems
