Its very easy - I have it like that on my work laptop
use lilo and in lilo.conf create a stanza for the win98 partition and make it
the default
I don't have the exact copy to hand but its a bit like this
default=Windows
image=/vmlinuz
label=Linux
initrd=/initrd.img
read-only
other=/dev/hda1
label="Windows"
