Not sure if fluxbox has it, but since it's based on Blackbox it might. 
Blackbox allows for one menu file to include another.  In addition, a
user's menu file is specified in their ~/.blackboxrc file.  So, in the
case of Blackbox, I added user specific entries to a personal user menu
(~/.blackbox/menu) which I then referenced from ~/.blackboxrc as my menu
file.  Then in my personal menu, I included the system provided Blackbox
menu.
