I think I can boil my last rambling post down to two questions; an
answer to one or the other is all I need, they're basically equivalent:

0: Is it possible to write a filter rule which simply says "don't send
this packet to a class at all"?

1: Is it possible to write a class which simply says "don't limit usage
for this traffic at all"?
