configuring euro

I'm trying to follow the instructions at
http://www.debian.org/doc/manuals/debian-euro-support/ch-configure.en.html#s3.3.1
for configuring the euro.

It seems to suggest that you run a program called kbdconfig and implies
that this is part of console-tools.

However, although I have console-tools installed, there is no kbdconfig.
Which kbdconfig
produces nothing, and dpkg -S shows no kbdconfig file

Where do I get this program?
