apt-get is not robust when upgrading.
I usually do followings to make sure key packages are up to date before
doing massive upgrade.
# apt-get install apt apt-utils
... then install perl and other important ones
# apt-get install libdb2 ..
Then try big move.
For massive upgrade, I dselect does better job. See:
