My first step when that happens is to try again, that error happens to
me quite frequently when the mirror is being updated. The file you are
looking for is not on your mirror (as of when I sent this). What I do in
that situation (if I don't want to wait), is to change to a different
mirror in my sources.list, or to manually get the missing from a
different mirror, and move them into /var/cache/apt/archives. Then I run

# apt-get upgrade -f
