(I'm assuming you're asking from the point of view of the archive
maintainer?)  I don't think any tool is required.  It's a relatively
static file with a handful of lines.  The one that I get from
http.us.debian.org's unstable/main is

Archive: unstable
Component: main
Origin: Debian
Label: Debian
Architecture: i386

I guess the Origin field should contain something identifying you and/or
your machine.  Label should be something describing what the archive
contains.  I'm not entirely sure where one would go to find out the
exact format of the Release file, though.  I'm just getting this from
the apt_preferences man page.
