apt gets the release version of an archive from the Release file that it
fetches from the server.  Obviously the openoffice.org archive either
doesn't have a Release file, or its Release file doesn't identify it as
being unstable.  Most non-debian.org archives (at least the ones I've
seen) don't have Release files.
