Edit -> Preferences -> Navigator works for me. Otherwise, the file
prefs.js under ~/.mozilla/... can be edited (with no mozilla instance
active) to the same effect, though that's not advisable.
Do you have the correct permissions for the ~/.mozilla directory tree?
