Better that he re-run ppconfig an make sure he chose PAP authentication.
Pppconfig will put the right stuff in pap-secrets.

Please don't.  Bill's guide is excellent for Red Hat users, but is likely
to be confusing applied to Debian.

Please post the ourput of plog and the contents of
/etc/chatscripts.provider, /etc/ppp/peers/provider, and /etc/resolv.conf.
Munge passwords.
