tramp by Kai Grossjohann -- like ange-ftp on steroids.  There's a
package for it in Woody, or you can download from
http://ls6-www.informatik.uni-dortmund.de/~grossjoh/emacs/tramp.html

For what you want, open a file like in the form
/[sum/root@localhost]/path/to/file
(or suu instead of sum, or sudm if you want to use sudo instead of su).
It also allows you to edit files over an ssh/rsh/telnet link.  You get
all the stuff you normally get in emacs, like tab completion.  It even
works with eshell.
