You have to specify the partition number in the "other" line:

other=/dev/hdb1

I made the changes:   other=/dev/hdb1
                                             label=Windows98

Ran lilo, rebooted, and the machine still hangs .

If I'm not mistaken, Win98 insists on being in the first partition on the first drive (e.g. /dev/hda1).
