because it believes you need them based either on the packages in question
being updated or having modified depends.

if you did apt-get install at the instant you did remove I would expect to see
the same results.

If you just want to remove things, use dpkg.  In fact use dpkg --purge.  apt
really should be thought of as a really smart wget.
