Hi Baloo,
You're up early. Just as I posted a reply to this, your answer popped
up. Actually, pkg's are held back when changes in dependencies or
whatever require that _new_ files be added or possibly removed (I'll
have to recheck the man page about that). apt-get upgrade won't add to
your machine. You may either dist-upgrade or install.
