networking under 2.4.18

Going from 2.2.19 to 2.4.18 hosed networking.
% ./networking start
  Setting up IP spoofing protection: rp_filter
  Configuring network interface: SIOCSIFADD: No such device
  eth0: ERROR: while getting interface flags: No such device

And it goes on with more errors.  What config files do I need to change?
