Or, you can set up apt-proxy first, and use apt-proxy-import to put the
contents of /var/cache/apt/archives into the apt-proxy mirror directory.
If during the install, the machine asks for a newer version than you had in
/var/cache/apt/archives, apt-proxy will then go off and fetch it for you.
