Wrong characters in man pages

Hi,

In many different man pages characters that should probably be some form
of quote are displayed as a Z with an inverted caret on top. My locale
settings are as follows (they're a little weird due to the fact that I
want english text with a euro charset):

LANG=en_IE@euro
LC_CTYPE="en_IE@euro"
LC_NUMERIC="en_IE@euro"
LC_TIME="en_IE@euro"
LC_COLLATE=C
LC_MONETARY=nl_NL@euro
LC_MESSAGES="en_IE@euro"
LC_PAPER="en_IE@euro"
LC_NAME="en_IE@euro"
LC_ADDRESS="en_IE@euro"
LC_TELEPHONE="en_IE@euro"
LC_MEASUREMENT="en_IE@euro"
LC_IDENTIFICATION="en_IE@euro"
LC_ALL=

In console mode the same characters are displayed as small squares.
Anyone know what's going on?
