In either direction, if I do a warm reboot, the boot process just stops at some point, and I have to power off to get control of the machine back.

I'm not sure that this is still the case, I'll check when I'm done with my taxes!

In windows, the slow animation of that horizontal bar in the boot screen freezes. It's more informative in Linux, if I recall correctly it freezes the first time one of the startup programs tries to access the ethernet.
