Information in the /var/lib/dpkg/ hierarchy which dpkg uses to keep track of
what packages you have installed got corrupted (the file
/var/lib/dpkg/info/locales.list is missing) for some reason; one possible
cause could be that a filesystem is full.  Try
	apt-get --reinstall install locales
