Sorry, a little North American cultural bias there.
WV is the postal code for the state West Virginia. The senior US
Senator from WV is a Past Master at directing federal money to his
very small, very poor, very rural state.
Hwy is an abbreviation of highway. The Interstate Highway system
is a set of federally financed autobahns that began during the
Eisenhower Administration.
