You're probably thinking of xserver-common

dpkg-reconfigure xserver-common should bring up the debconf question
about who should be able to run X. I don't remember how it happens in
potato, but in woody it edits a file called /etc/X11/Xwrapper.config .
The proper way to do it to make sure it has a sane value and doesn't get
clobbered on the next upgrade is to use dpkg-reconfigure.
