dhcpcd is not a DHCP server.  It is a client (the 'cd' stands for
"client daemon").  Some say it is a very broken client, and it isn't
in woody/sid anymore.  Use the 'dhcp-client' package instead for
client side DHCP.

The reason for running a DHCP server is to server out IP addresses on
a network.  I run one because I can take the laptop from work to my
house and it is easier to plug it in with DHCP than to reconfigure it
every time I move it.
