Instead, a debconf hack is used to create /etc/X11/default-display-manager, which contains the name of the display manager to use. /etc/init.d/gdm is telling you above that gdm is not listed in that file. I suspect that the reason you're having this problem has something to do with the debconf mechanism involved, but I can't say for sure.
