If those are debian packages, file bugs on them. Noone is supposed to
use that directory anymore.
I can't find any packages in unstable or testing that put files in that
directory though.

Yes, set PERL5LIB (colon separated path) or 'use lib "dir";', or you can
just push stuff onto @INC in a BEGIN block.
