Solved. The summary:

No, dnsutils is part of bind9, which is not Debian-specific. Then again,
it's not responsible for the system DNS resolver either - that's part of
libc6.

I meant /etc/ppp/resolv.conf. It is generated by pppd (?).
I forgot /etc/resolv.conf, so

        cd /etc/ppp
        cp resolv.conf ..

was the solution of my problem, thanks to everybody.
