It's OK to convert the current menu.  However, you should first
modify ~/GNUstep/Defaults/WMRootMenu so that, instead of:

"menu.hook"

it says:

"/etc/X11/WindowMaker/menu.hook"

wmaker itself is smart enough to look in /etc/X11/WindowMaker for the
specified file, but wmakerconf isn't and will give you an empty menu
unless the full path is provided.  I'm not sure whether WPrefs
requires the full path, but it won't hurt.
