I don't use apm, but I believe that appending apm=on to the kernel line
in /boot/grub/menu.lst would work.

Here's what I have in menu.lst:

default 0
timeout 10
color white/blue blue/green

title=Debian
root (hd0,2)
kernel /boot/vmlinuz-2.2.17 root=/dev/hda3 vga=5
